Responding to an Opening 4-level Suit ( 4 ♥ or 4 ♠ )

The opener has an 8-card suit and less than opening count. For response purposes, assume the opener has 10 points.
• If the responder has less than 23 points, the responder should PASS.
• If the responder has 23 points or more, the responder should bid 4 NT Blackwood (asking for Aces) to explore slam.
